Job Description

    Duties

    Summary

    The selectee acts as a Human Resources Assistant performing duties in support of functional areas such as Recruitment and Placement, Benefits and/or Processing.

    Salary Information: First time hires to the Federal government normally start at the lowest rate of the salary range for the grade selected.

    Responsibilities

    The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

    • Keeps accurate filing system of processed forms.
    • Answers correspondence and inquiries.
    • Provides advice and guidance on the rules and regulations that pertain to human resources area of specialty.
    • Use automated HR systems/applications.

    Recruitment and Placement

    • Prepares vacancy announcements, codes applicants, and monitors and controls the issuance of certificates in the automated Hiring Management System.
    • Evaluates applicants to determine if the applicant meets the eligibility requirements and established qualification standards for all series through the GS-9 level.
    • Prepares and distributes the official job offer letter to the selectee.

    Benefits

    • Receives, reviews and processes a variety of benefit election forms. Determines eligibility to make the requested election, determines the effective date, and processes forms accurately and within specific timeframes.
    • Determines coverage errors and requesting appropriate pay adjustments.
    • Assembles, prepares and processes benefits packages for retirements, separations, or other projects.

    Processing

    • Builds positions using automated HR systems/applications.
    • Researches and reconciles computer discrepancies, such as NFC SINQ errors and EmpowHR issues.
    • Receives and processes or distributes a full range of personnel documents for the assign program.
    • Coordinates, monitors, and tracks the processing for multiple program assignments and ensures the timely delivery of quality work products and services.
    • Coordinates with the National Finance Center (NFC) on all re-organizations, re-structuring, and re-titling projects.

    Qualifications

    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.

    FOR THE GS-5 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-4 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

    • Ability to effectively and efficiently perform a variety of administrative support duties in a professional business environment.
    • Experience that demonstrates the ability to use a variety of automated systems and programs.
    • Ability to gather, correlate and analyze facts, draw logical conclusions, and develop innovative solutions to problems.
    • Ability to communicate effectively both orally and in writing in order to develop and present materials and recommendations to a variety of groups (managers, administrative professionals, employees, or applicants).

    OR Successful completion of 4 years of education above high school level.

    Equivalent combinations of education and experience are qualifying for this grade level.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    Applications will be evaluated in accordance with Office of Personnel Management’s (OPM) Delegated Examining Procedures using category rating. The category rating procedure is used to rank and select eligible candidates. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified.
